Item is new. I purchased the last two from Signal Sounds recently. The first frequency knob felt tight against the faceplate and I thought it was defective so I bought another; The second was the same and it turns out that's just the way it is. I felt bad trying to return it after waiting a couple of weeks so I decided to sell it here instead.
